A United Nations official claimed that Liberia needed an outside stabilization force, to ensure aid reaches hundreds of thousands of victims of the long-running civil war. He characterized the country as suffering from "a total lack of authority" as warlords and militias killed, looted and raped at will. No single party to the conflict can be trusted to ensure security for the delivery of humanitarian aid, or for the people receiving it. International agencies had suspended aid deliveries because the food can't be moved and that all public services had broken down. - Adam Geibel
