President Charles Taylor has backed off from resigning and allowing the formation of a new government that would include rebel leaders. But the truce has allowed aid groups to return and continue distributing food and other aid. Both rebel and government troops depend on this food aid, and the truce was agreed to partly because everyone knew this would allow food air distribution to resume.
