The UN is trying to obtain enough money to disarm up to a hundred thousand armed Liberians. Paying the gunmen to turn in their weapons, and providing agricultural tools and other goods has been shown to work elsewhere in Africa. But not everyone turns in their weapons, and an effective police force has to be trained and equipped before the peacekeepers can leave. If this is not done, the rebellion will start again. This has already happened once in Liberia since the 1990s.
