In the port town of Buchanan, UN peacekeepers managed to disarm some 300 armed followers of former president Charles Taylor. The power sharing agreement that sent Taylor into exile last August doesn't always work because neither the government or rebel forces were well disciplined. Many subordinate units were quite independent and prone to disobey orders from above.
