The rebels have taken to shutting down electrical power plants by threatening the plants with destruction. Although the plants are well defended, the operators prefer to shut down rather than risk destruction. This tactic is part of the rebel strategy of  destroying the economy as a means of fostering a wide spread uprising against the government. In reality, this theory doesn't work, but it is still popular with rebel movements world wide.
