Indian border guards arrested four Indians trying to smuggle 1600 "how to fight a Maoist rebellion" manuals into Nepal. The four men were known to be pro-Maoist and supportive of the rebels in Nepal. There are several radical communist, or Maoist, rebel groups in India. Other pro-Maoist Indians have been arrested for trying to smuggle weapons into Nepal, as well as arranging medical care and housing for Nepalese rebels in India.
