The NPA is demanding that the army and police cease operations in three provinces before the rebels will discuss the release of two captive soldiers. The NPA has not threatened to kill their captives, mainly because the communist rebels depend on many clergy to provide moral and media support for the NPA cause (social justice and a communist dictatorship).
