The government crackdown on kidnapping gangs, especially Abu Sayyaf, has been a success. Only 94 people were kidnapped last year, the lowest rate since the early 1990s. One of the 2004 victims was killed, but the others were released after a total of $750,000 was paid. Few, if any, of the kidnappings were by terrorist groups to raise money for their operations. Some of the kidnappers were former Moslem rebels from the MILF and other groups.
