The Basque separatist group ETA (variously known as guerrillas or terrorists) voted on 28 Nov to end its 14-month ceasefire, noting that no progress had been made in negotiations with the government. The ETA is active in northern Spain and southwestern France. Security officials in both areas were furiously increasing security, expecting a wave of attacks. Spain said that it would not be blackmailed into submitting to the demands of the ETA. Spanish and ETA officials met only once during the ceasefire, in May of 1999 in Switzerland. --Stephen V Cole
