Because of a shortage of tax revenues, president Putin has decided to cut back on spending for air defense. There has long been a separate service for air defense forces, but now the air force will take over air defense. In Chechnya, rebels detonated mines to ambush an army patrol. There were several deaths. Meanwhile, several days of fighting rebels south of Grozny has left at least 22 rebels dead.
