Russia and Cuba have signed a new agreement in which Cuba will gain access to advanced Russian military technology. While Moscow and Havana sign a new agreement of this type every few years, this one seems to indicate Moscow is making a major effort to sell Cuba new weapons, particularly S300 air defense systems.--Stephen V Cole
