In Chechnya, troops killed a rebel leader and two Arabs serving with the rebel forces. Russia also announced that Chechnya would get a new flag, national anthem and coat of arms. Technically, Chechnya is a republic in the Russian federation. Russia is willing to grant more autonomy, but the current war is the result of Chechen Islamic fundamentalists crossing into adjacent Russian territory to establish an "Islamic Republic" in the Caucasus.
