Operations in Chechnya left 23 rebels dead, and two civilians (apparently killed by rebels, as the victims were beheaded, a rebel custom.) Deliveries of the new S-400 anti-aircraft missile were delayed until the end of the year. The new missile has anti-missile capabilities and a range of 400 kilometers. The missile was originally supposed to enter service in 1999.
