Russia has agreed to train army troops and police in Armenia, as well as providing new equipment. Russia is also increasing cooperation with Armenia in anti-terrorism efforts. In Chechnya, rebels said they were holding the crew of a Russian helicopter that disappeared last February. The rebels want to exchange the crew for rebels held by the government.

NATO and Russia have signed an agreement to form a consultative council that gives Russia the ability to consult with NATO on NATO decisions.
