Georgia and Russia are negotiating a deal whereby the Georgians would shut down Chechen rebel camps and block attempts by large groups of Chechen rebels to cross the Georgian border (either way). The problem is in the details of such a deal, for the Georgians have a lot of native Chechens living in northern Georgia and not much of an army or national police force.
