More "moderate" rebel leaders in Chechnya are trying to get the US and European countries to pressure Russia to deal with the rebel groups. The moderate rebels have pledged to work against international terrorist organizations. But Russia prefers to work with Chechens who accept an amnesty or were pro-Russian all along. There are over a dozen rebel factions still attacking Russians and pro-Russian Chechens in Chechnya, or elsewhere in Russia.
