Rwanda announced the formation of a new government. Though the president, Pasteur Bizimungu, is a Hutu, the Tutsi-led Rwandan Patriotic Front will continue to dominate the key government positions and vice-president Paul Kagame remains the real power in Rwanda. The Hutu-led Democratic and Republican Movement (MDR) will have two of 18 ministerial positions. The RPF will have at least ten.
