Despite an extensive investigation, the UN was unable to positively identify the group responsible for killing 160 Congolese Tutsi refugees in a Burundi camp last August. Hutu militants, either from Congo, Rwanda or Burundi, were suspected, and still are. But no one took credit for the murders, and not enough clues were left behind to allow positive identification of the culprits.
