Gunmen have erected new roadblocks in Mogadishu, and continue to extort money from those wishing to get by the groups of armed men. The gunmen say the extortion is their only source of income, and that they would be destitute without it. Government plans to disarm gunmen like this have not made much progress. The government is hoping to get foreign aid, providing money to bribe gunmen to hand in their weapons and go look for another job.
