Finland drafts about 30,000 young men each year, and fully 10% of them do not complete the training due to poor physical condition. In the urbanized Helsinki area, the failure rate is 17%. In response, the government is mailing a letter (outlining a physical conditioning program) to men scheduled to be inducted.--Stephen V Cole
