  The government is putting together a peace proposal that would offer local autonomy in the predominantly Tamil northeast. The plan does not include participation of the LTTE, and the Tamil administration will probably not be able to deal with the fanatic LTTE. In two rebel bombings, a police commando and two civilians were killed. In the northeast. the army continued it's offensive against rebel positions.
