The UN is leaving the gangs of former soldiers alone, as long as they don't participate in criminal activities, and say they are willing to eventually disarm. But many members of political gangs, also belong to criminal groups, in an attempt to have it both ways. The gangs that back ex-president Aristide are under attack by UN peacekeepers, and the police (which are full of former soldiers). The Aristide say the right things, as far as social justice goes, but are as corrupt and criminal as the other groups.
