Mohammed Sobeih, the Palestinian delegate to the Arab League offices in Cairo, accused Israel on 23 Jan of fitting nuclear-armed missiles to its new German-built diesel-electric submarine Dolfin. His charge was regarded as plausible speculation as he offered no evidence. The submarine can fire Harpoon missiles and Israel could, at least theoretically, have developed a small nuclear warhead that could be fitted to one of them.--Stephen V Cole
