Palestinian violence against Israelis has declined considerably, with no Israeli civilians (and only one soldier)  being killed in the past three weeks. The average daily number of Palestinian attacks against Israelis has dropped from over 30 to about ten. But some 20 Palestinians have died in this period, bringing the total of Palestinians killed to 857 (242 Israelis have been killed.) But the Israelis are insisting on a full week with no attacks at all before peace talks resume. The Palestinians say this is impossible. Any of the many Palestinian radical organizations could make an attack, and the Palestinian Authority cannot guarantee that it can control every radical in it's territory. The Palestinians say the Israelis are making this demand in order to make peace talks impossible.
