Continued Palestinian suicide attacks on Israeli civilians have resulted in Israeli troops going back into Palestinian territories to go after terrorists and their bases. The Palestinian Authority is condemning the terror attacks, but is still unwilling to risk civil war among Palestinians to shut down the terrorist organization.
