Israel has agreed to resume moving its troops and police out of West Bank towns, a process that was halted after the February 25th terrorist bombing in Israel. In return, the Palestinian Authority has agreed to quickly install police forces and crack down on terrorist activities. If the Palestinian police efforts fail, the Israeli troops and police will return. In the meantime, the Israeli informer network remains in these towns, providing the Israelis with detailed information on what the new Palestinian counter-terrorist efforts are accomplishing.
