The LURD rebels call for peace talks, but not if they involve president Charles Taylor (which the rebels accuse, with some accuracy, of massive corruption and misrule.) The government refuses to hold peace talks unless Taylor is involved. The rebels want to arrest Taylor and try him for his crimes.
