Lack of money, and trained personnel, has delayed the organization of a new Liberian army. The big problem is a shortage of money to pay off the existing 15,000 soldiers, and demobilize them. A new army would then be recruited from all over the country, and trained as professional troops, not the armed bandits that the army has been for the last decade.
