The national power grid collapsed again, plunging the entire country into darkness for three hours. In Lagos, the nation's largest city, the telephone company shut down emergency police calling service because the police had not paid there phone bill for months. The police say the government does not provide enough money. A large chunk of the police budget is lost to corruption.
