Popular secret cults are common on many college campuses, but some of the cults operate like criminal gangs. In a recent case, 50 cult members went on a campus rampage that left eight students dead. The cults are officially outlawed, but the police are reluctant to get involved with campus affairs (which often sparks a general student uprising against the police.) The national police has 180,000 cops, but that's not really enough to cover everything. The low pay and corruption also cause low morale and performance.
