The Tutsi minority in Burundi, Rwanda and Congo continue to live in fear of  neighbors who want them dead, or somewhere else. Rwandan Tutsis have negotiated a deal that gives Tutsis enough clout in the government to keep the Tutsis safe. A similar deal is almost done in Burundi. But in Congo, Tutsis are still subject to attack, and there is no safety in sight.
