  The government announced plans to create a new constitution that would enable peace talks with the Tamil rebels. The plan would allow more independence for Tamil majority provinces. In the east, a graduation ceremony for new policemen was hit by an LTTE mortar attack, leaving four civilians and one policeman dead. Some 58 people were injured.
