The LTTE warned government troops in Jaffna that if they did not surrender, there would be a blood bath. The LTTE offered to allow army troops to leave Jaffna unmolested. India has urged the LTTE and Sri Lankan government to reach a political solution. But the government continues to insist that it will not surrender territory to the LTTE. In the capital, police captured a large cache of LTTE weapons, including gear used by suicide bombers. Several thousand anti-government protesters (against government restrictions) fought police in the capital. Casualties continued to average 50-100 a day for the government, with some actions still taking place outside Jaffna (in LTTE controlled areas on the east coast.)
