India and Sri Lanka are discussing the idea of joint naval patrols to keep the LTTE from smuggling weapons across the Straits. The problem for India is that the ruling coalition cannot remain in power without the support of the three Tamil parties (two of which openly back the LTTE). If India does not support the Sri Lankan government, however, it could lose credibility in its efforts to maintain control over Kashmir.--Stephen V Cole
