The LTTE rebels have agreed to resume peace talks, but with the understanding that self-rule be discussed, and that a new military cooperation agreement with India be scraped. At the same time, police and army units in the capital have gone on high alert because of the recent murder of a number of police informers and Tamil leaders who did not belong to the LTTE. This brought out the fact that the LTTE has been fighting a war in the shadows for the past year, using hit squads to murder rivals and government intelligence personnel, while denying any responsibility for scores of such killings.
