: A Sudanese government official called SPLA leader John Garang a lunatic who cannot be trusted in negotiations. What riles the Sudanese government? Garang is demanding that any peace negotiations be based on the following principles: (1) separation of state and religion; (2) the right of self-determination of people; (3) the creation of an interim constitution; (4) the creation of an interim government based on the new constitution.
