In northeast Darfur, the government arranged a peace deal between Arab and non-Arab tribes. The non-Arabs, mostly the black Fur tribe, agreed to stop supporting the rebellion. The government agreed to provide economic support and provide security (another way of saying the government would call off raids by Arab tribesmen armed and supplied by the government.)
