The government appears determined to continue using its successful tactics of lying to war crimes investigators, and denying that it is supporting terrorism against its own people. Over three million people in Darfur are facing famine. The government is leaving it to foreign aid organizations to look after the non-Arab tribes in Darfur. The government apparently believes that economic allies Russia and China will prevent any action by the UN, and support from the Arab world will prevent much bad publicity ("Arabs don't criticize Arabs.")
