The government is ending the 16 year old "State of Emergency," mainly because of the peace settlement with the rebels in the south. This means that the government is releasing many political prisoners, and lifting many travel and press restrictions. Rebellions in the west (Darfur) and the east (along the Red Sea coast) continue.
