Although there is a peace deal in force in the south, there are still disagreements between the southern rebels and the head of the government backed Arab militia that did a lot of the fighting against the rebels. The tribe based militias want more money, goods and protection from retaliation (by rebel tribes they have previously attacked or taken slaves from).
