US war reserve stocks of ammunition and spare parts are short $28 billion. The next president will have the honor of refilling this stockpile (at $7 billion per year). He will get no political credit for doing so as few people understand what it is, but that $7 billion added to his defense budget will make it hard to add real increases in the number of deployable units in the force.--Stephen V Cole
