A UN report says that many African leaders are continuing to ignore the ban on the sale of Angolan diamonds. Apparently, the ban, which is intended to stop UNITA from mining diamonds and selling the diamonds to buy arms and equipment, isn't working. According to the New York Times and other press sources, two of the worst violators are the countries of Togo and Burkina Faso.
