A car bomb went off outside a military base 400 kilometers northeast of the capital. Four died and 15 were wounded. American Special Forces will soon arrive at this base to train Colombian troops.

ELN and FARC attacks are concentrating on economic targets, particularly long distance electricity transmission towers. This is putting rural areas of the country in the dark, without electricity, for days at a time. Communications facilities (for TV and telephones) are also favorite targets.
