In the north, where ELN rebels are trying to shut down oil operations, the ELN rebels seized two foreign journalists (an American photographer and a British reporter) for "entering ELN territory without permission."
The government said FARC had killed 56 civilians so far this year. In addition, FARC rebels have kidnapped 17 people.
