Government militia men caught two police officers transporting 35 pounds of coca paste and arrested them after a brief fight. The coca paste is coca that is one step away from becoming cocaine. The government is organizing local people into volunteer militia battalions to guard their towns and villages. So far, about 5,000 of these men have been armed and trained.
