Since last April, FARC has threatened 560 of Colombia's 1,098 mayors with death if they continue to work with the government. In the past year, 13 mayors and 70 town councilmen have been killed by rebel groups, in an attempt to take control of the countryside. The government is arming and training thousands of men from these towns so they can defend themselves against the rebel death squads.
