Since the 12 October coup, Pakistan's Inter-Services Intelligence agency has moved hundreds of Islamic radicals who are veterans of fighting in Afghanistan into the Pakistani-controlled portion of Kashmir. This is seen as an indication that the military government of Pakistan plans to provoke further conflict in the embattled province.--Stephen V Cole
