Pakistan offered a peace deal with India over Kashmir, but it was more of the same rhetoric and impossible stipulations ("India must first stop atrocities and release all political prisoners..."). Pakistan, under attack by its own feisty Islamic radical minority, is not willing to risk more internal disorder by cracking down. So Islamic radicals run their terrorist camps in support of throwing non-Moslems out of Kashmir. Taliban camps in Pakistan are tolerated, although the government is trying to stop arms smuggling into Afghanistan.
