Pakistan's increasing popular, and powerful, Islamic fundamentalist political parties are threatening to paralyze the legislature. This is not a major disaster, as the government can rule by decree. But Pakistan is limited in how it can go after Islamic terrorist groups with growing popularity (because of promises of less corruption) of Islamic conservative political parties. But the Islamic conservatives are not interested in backing terrorism, but stamping out corruption and promoting Islam.
