Near the Indian city of Lucknow, a Maoist land mine destroyed a police truck, and killed 18 of the policemen in it. This is the second such Maoist attack in the last week. The Maoists believe that recent government offers to negotiate are a sign of weakness, and the Maoists are going on the offensive to take advantage of this. The Maoists hope to establish a communist dictatorship.
